The short answer: no. A PDF invoice sent by email is not an e-invoice. An e-invoice is a structured, machine-readable XML data file that complies with a defined standard (in Estonia the European standard EN 16931 or the national standard EVS 923) and moves from the seller’s software directly into the buyer’s accounting system with no manual data entry. A PDF is a document for humans: an accountant has to key the amounts, dates and references into the system, or run text recognition and then correct its mistakes. The distinction is legal, not cosmetic: wherever Estonian law requires an e-invoice, a PDF does not satisfy the requirement.
How exactly do they differ?
| E-invoice | PDF invoice | |
|---|---|---|
| Form | structured XML data file | picture of a document |
| Read by | software, automatically | a person, manual entry |
| Standard | EN 16931 or EVS 923 | none |
| Channel | operator, Peppol network, state e-arveldaja | email, post |
| Error risk | low – data arrives unchanged | typing and recognition errors |
Machine-readability means every line of the invoice – amount, VAT, reference number, due date – exists as a separate data field. That is why an e-invoice reaches the buyer’s approval flow in minutes, and why companies quietly pay for PDF handling in staff hours.
Where does the legal line run in Estonia?
Three situations rule out PDFs. Public-sector buyers have accepted only machine-readable e-invoices since 2019. Since 1 July 2025, a buyer registered as an e-invoice recipient in the Business Register may demand an e-invoice, and sending a PDF does not fulfil that demand. The same amendment made EN 16931 Estonia’s primary e-invoice format, so it is the support to check first in any new system. Where the buyer is not a registered e-invoice recipient and has not demanded an e-invoice, PDF and paper invoices remain in use as before – the confusion usually comes from “electronically sent invoice” sounding like “e-invoice”, when legally they are different things.
How to move from PDFs to e-invoices?
You rarely need new software. Most Estonian accounting and invoicing programs can issue e-invoices either directly or through an operator (an e-invoicing service provider), and the state offers e-arveldaja. The practical steps (choosing a channel, making the register entry and sending your first e-invoice) are covered in our guide to getting started with e-invoicing.
Kas e-kirjaga saadetud PDF-arve on e-arve?
