New in Finbite: E-invoices to Latvian public institutions via e-adrese

Share:

Since 2025, Latvian companies have been required to send e-invoices to public institutions, and every Latvian public institution is set up to receive them. Even where it isn’t a legal requirement, an e-invoice is the smoothest way to get paid. With Finbite, you can now send these invoices not only via Peppol but also through e-adrese, Latvia’s official state e-mailbox. The invoice data then reaches the Latvian State Revenue Service (VID) automatically. It’s also a smart step ahead of 2028, when e-invoicing becomes mandatory between Latvian businesses too.

What is e-adrese?

E-adrese is Latvia’s official state e-mailbox. Latvian public institutions and companies use it as the mandatory channel for official communication with the state.

When it comes to e-invoicing, e-adrese is where Latvian public sector organisations expect to receive invoices.

E-adrese and Peppol

Peppol is the international e-invoicing network and a solid option for sending invoices to Latvia too. As e-invoicing moves more and more towards Peppol, Finbite will keep supporting it. E-adrese is an additional option alongside it.

Not every Latvian public institution has a separate Peppol ID, though, and many prefer to receive invoices via e-adrese. The reason is simple: invoice data received through e-adrese flows to VID automatically. The recipient doesn’t need to upload anything to VID manually or do the same work twice.

What does VID do?

VID (Valsts ieņēmumu dienests) is Latvia’s tax authority. Since the start of 2026, e-invoice data for public-sector transactions must be submitted to VID. Businesses can already submit B2B invoice data voluntarily, and from 2028 this becomes mandatory.

For invoices sent via e-adrese, this happens automatically. Neither the sender nor the recipient has to do anything extra for VID.

How to get started

Sending invoices to e-adrese from Finbite takes three steps:

  1. Activate the e-adrese channel in your sales invoice settings.
  2. Add the recipient’s e-adrese mailbox ID to the sales invoice.
  3. Send the invoice as usual.

Finbite takes care of the rest: the invoice reaches the recipient’s e-adrese mailbox and, from there, VID.

Latvia’s e-invoicing timeline

Latvia is moving to e-invoicing step by step, and in 2030 an EU-wide requirement follows.

WhenWhat changes
1 January 2025Latvian companies must send e-invoices to public institutions.
1 January 2026E-invoice data for public-sector transactions must be submitted to VID. Businesses can submit B2B invoice data voluntarily.
1 January 2028E-invoicing and data submission to VID become mandatory between Latvian businesses.
1 July 2030Under the EU’s VAT in the Digital Age (ViDA) package, e-invoicing and transaction-level digital reporting become mandatory for all cross-border B2B transactions within the EU.

The last step affects every business that sells across EU borders. From July 2030, invoices to customers in other EU countries, Latvia included, will need to be e-invoices. The sooner e-invoicing becomes routine, the smoother the transition.

2028: E-invoicing becomes mandatory between Latvian businesses

From 1 January 2028, VAT-registered businesses in Latvia must exchange structured e-invoices with each other, and the invoice data must reach VID. Invoices to private individuals are not affected.

The requirement was originally set for 2026, but the Latvian parliament postponed it to give businesses more time to prepare. Two years go by quickly, so now is a good time to review how you invoice.

Why e-adrese works well for B2B too?

For B2B invoices, using e-adrese is optional. You can also send invoices through an operator of your choice or via Peppol. In that case, though, VID reporting needs to be handled separately, for example by building your own integration with the VID API.

With e-adrese, VID reporting is built in. The invoice reaches the recipient and its data reaches VID in one go, with no extra work. That means you’re ready for 2028 today.

In short

If you sell to the Latvian public sector or invoice Latvian businesses, switch on the e-adrese channel in Finbite today and get ready for 2028 early. If you have any questions, our support team is happy to help.
